Manfredonia, Palumbo: "My commitment is to provide concrete answers to citizens, not promises."

A problem that has dragged on for over thirty years, leaving families stuck in bureaucracy, uncertainty, and unresolved financial woes. This is the story of the Second Zoning Plan in Manfredonia, where hundreds of residents have been unable to sell or transfer their homes to their children for decades due to unresolved issues regarding urban development and the costs accrued over time.
After years of silence and blame-shifting, something is finally moving. Rekindling hope has been Libero Palumbo, Manfredonia city councilor for the Movimento Civico Città Protagonista (City Protagonist Civic Movement ) and candidate on the "Decaro Presidente" list in the upcoming regional elections in Puglia . He has gathered feedback from many residents, many of whom are his own members, and has decided to address the issue with determination and method.
This isn't a technical issue, but a social and human wound for many families in Manfredonia. After decades of inaction, it was necessary for someone to take responsibility for reconstructing the situation, listening to the citizens, and forcefully urging the administration to intervene. In recent days, on his initiative, an informal meeting was held in the Council Chamber between the Municipality of Manfredonia, the condominium administrators and the owners of the homes on the Second Floor of the Zone.
This was an important moment of discussion, marking the beginning of a new journey of dialogue and collaboration. Palumbo then visited the Urban Planning Office in person, where he met with the new director, Lucio Barbaro , a technician from Lucera, and found him fully available and constructive.
The manager got to work immediately, took over the file, and began studying the situation. I appreciated the institutional sensitivity and openness of the Office and the administration, which, through the contribution of Councilor Giovanni Mansueto (Urban Planning) and Councilor Cecilia Simone (State Property and Heritage), shared my proposal to address the issue lot by lot, given the differing legal and administrative situations in the area.
A concrete method that transcends the logic of endless waiting and puts people, not paperwork, back at the center.
This is my approach to politics: listening, studying, and proposing solutions. I'm not interested in fueling controversy, but in restoring dignity to those who have been waiting for answers for years. The residents of the Second District Plan have a right to certainty, not promises. And I will continue to support them step by step, until this problem is definitively resolved.
With this intervention, the Civic Movement Città Protagonista once again demonstrates its role as a point of reference for those who believe in a citizen-friendly, concrete policy approach capable of solving real problems, not just talking about them. City Councilor Libero Palumbo concludes: "After more than thirty years of inaction, we no longer need announcements; we need results. And I will continue to work every day to ensure Manfredonia returns to being a functioning city that respects its citizens."
